I have really noisy neighbours who live above me and over the past few months I have become so sensitive to any noise that they make. I find it difficult to even cope with hearing them close their doors or walking around. For about 3 nights a week they will party until the early hours of the morning and someone from the council spoke to them last week and they didn't put their music up loud but they were still shouting for hours. Any time I hear even a little noise I feel very anxious and I easily get to the point of feeling suicidal. There have been so many times where I have found it extremely difficult not to act on my suicidal feelings.
I don't know what to do now because no one can make them be completely quiet. The council houses here are quite bad quality and they aren't willing to improve the sound insulation. We are on the list for re-housing but hardly any houses ever become available. I'm not sure if we can afford to rent privately because right now my Dad pays no rent at all. I feel like the council aren't taking my mental health problems seriously. Every time I have mentioned them they overlook them and I found something that says they don't consider health problems when evaluating noise levels:
The evaluation of noise nuisance must be based upon objective tests, where the test is whether or not the offending noise could be considered a nuisance to the 'ordinary, reasonable man'.Consequently, unfortunately in such an evaluation, any special sensitivities of the complainant due to mental illness or disorder cannot be catered for.
I want to ask them if my mental health problems could be considered a medical problem that is given points for re-housing but I don't think they'll understand. I seriously think that this is a matter of life and death, even though that sounds really over the top. Even when i'm at work I can't stop thinking about what will happen when I get home. We have no control over the noise in our house. I just want some peace. I'd honestly rather live in a cardboard box than here.
Do you think that a mental health advocate would be able to put my point across?
