How to change psychiatrist?

I'm under section in hospital and i don't like my consultant. He is dismissive and never listens to me.

Can I change consultants or am I stuck with this one because I'm on section?

presumably he is the psych for your ward, where I am based you have a consultant and then a less senior doctor per ward and unless you moved wards you couldn't see a different one.
Could you speak to a nurse about how you feel?

Do you has a key nurse?
If so, perhaps you could mention it to her?

I suggest you ask the nurses or ward manager rather than us because we don't know, it will be specific to your ward.
