I'm sorry to hear you're having this problem right now, and that your CMHT is seemingly doing sweet f*** all about it.
What he is doing is wrong, whether he's ill or not, if this is how he acts to members of the public then he should be sectioned for their safety. Your CMHT has a duty of care to everyone who interacts with him and they need to take steps to ensure their safety.
My advice would be to speak to your local police again, and if possible the victim support department, and explain that you have discussed this with CMHT and they use the excuse that he is ill, but it's getting worse and affecting you badly. If he is so 'ill' then he should be admitted.
No illness is an excuse to make other people feel uncomfortable/threatened/scared.
I think your options would be;
a. call your local police and speak to them again,
b. ask to speak specifically to victim support department,
c. speak to CMHT again and record the conversation you have with them (ideally both written and audio),
d. speak to the manager of your CMHT centre and put in a formal complaint about the patient and the staff who have ignored your comments.
Can I ask how he is doing this, is it all in person or is it via internet/phone/written etc?
Bipolar is not an excuse to make someone feel like this.

You need to concentrate on keeping yourself safe, and speaking up when you're not, the local police and his medical team have a duty of care for you.
At the very least, the police can have alarms fitted in your home/give you a personal alarm which might make you feel safer. You could also look into a restraining order on him which would mean he can't come within a certain distance of you.
Either way, please keep fighting to get this persons behaviour dealt with, don't let them rule your life. You deserve to feel safe and comfortable. They are letting you down by letting this behaviour slide.
