When I reached the stage of needing A&E multiple times a week, my parents got extremely frustrated and so did my CMHT. It sounded harsh, but they told my parents to pass the responsibility back to me. If I cut, I needed to treat it. If it needed stitches, I needed to get myself to A&E. It helped a lot, actually.
If you couldnt go by yourself could you ask a friend to sit with you? I found that taking a book to A&E was great as I could sit and read for a couple of hours until I was seen. And money for food/drink (although you have to make sure you're allowed to eat incase you need surgery etc).
With regards to your mum, can you just tell her you are going to A&E? She should be reassured that you are getting correct medical treatment for your cuts.
