But the action is the same.
It's one thing to be young, naive, and manipulative, and not know the consequences of what you're doing. It's another to be at an age where one should be mature enough to see right from wrong, to receive professional and medicinal help, etc.. and to still do it. I think the former is LESS culpable. (But the point here should be that EVERYONE is a victim. There are no guilty parties here.)
