well they always bring back the daleks, even though the doctors supposedly got rid of them all. so i figured if he could always bring back the daleks, he'd find a way to bring back rose (though i really wish he'd let the bloody daleks just die). i don't think it was obvious in the story, i thought that was pretty final and really sad. but it was always obvious that he'd find a way for rose to return.
btw i also think the sealed forever with no way back is a hint that she'll be back, whenever somethings impossible he finds a way for it to happen. the hole between paralell universies was supposed to be closed the first time they went there. and i believe rose said she'd never see micky again. a few episodes later there he was again.
