I dont understand how its bullying??
People might not even be aware that they are noisy and it is annoying people, the first thing anyone should do is talk to the person and ask them if they could keep it down, people appreciate more being asked than having the landord/someone else come round saying youve had complaints. If it happens again talk to your flatmates and ask them to have a word, or post a note through the door.
Its always better to sort things out yourself first before calling places.
