I think you have to be pretty ill, with a history of non-compliance, and the CTO should be 'ordering' a treatment that is shown to help you (if in terms of meds) or will reduce risk. They don't make them willy nilly.

I was on a cto when I wasn't ill. But I was pregnant so considered high risk.
