Basically, I want something that's 4G and an Android. Not a huge screen, so preferably like 3-4 inch screen. And not too expensive, as I'm somewhat limited on money right now.
Any opinions or advice?

I adore the living crap out of my Nokia Lumia Windows phone and the 520 is cheap as dirt.
I'd go as far as to say since buying a windows smart phone almost every aspect of my life as got better even though logicically I know my phone probably had little to do with most of the good stuff :D
I am a big fan of prepaid phones. I think the money people pay for phones is outrageous. I pay 10 dollars a month for 90 minutes. I only use 30-60 minutes. The minutes roll over so I have about 1000 minutes accumulated over a couple years. With a Gmail account you can call for free (in US anyway)I also get data and texts included but I don't use them. If I need extra data I can buy 2GB for 50 dollars and that also rolls over each month. I use a Samsung that I got on ebay for 99 dollars. its 129 most other places. Straight Talk is also good if you need more minutes

I know it's outside of what you're looking for, but the Samsung Note3 is wonderful. The air pad thingo when you use the pen is pretty neat to work with.

My dad has that. Way too big of a phone for me.
