It's really hard for anyone to find work at the moment.
I don't know if they have this where you are, but in my local supermarkets there are these noticeboards where people put up ads, you could put one up saying you're willing to babysit/walk dogs that kind of thing? Or if not You could make flyers and hand them out in your local area.
No offense but have you actually went around your local town, walked in and asked? looking on the internet only goes so far you have to do the actual legwork and ask about, and keep doing it and keep giving out cv's.

I'm pretty sure that paper rounds are there because that is the only thing you don't have to be 18 for. Go into your local newsagent and ask, you are not going to be able to apply for a paper round on the internet... I was 12 when I had mine.
Depending on where you live... I found work young as a ranch hand (I grew up in a rural area). I'd do basic horse tending every morning (they taught me how) and offered me free lessons on the evenings I could stay and a few extra bucks.

Tried my hand at a few things over the years! eBay is good, sell the things you dont need then maybe try parents/neighbours/friends things but take a cut of the profit. You could also make things and sell them on eBay, I used to make jewellery, but if youre good at art you could do that? You could maybe try cleaning windows or cars. My boyfriend is good with computers, he taught himself to build websites (there are some really good YouTube tutorials) and has done website design for small companies since he was 14.
Find something you enjoy and make it a small business. It will look great on your CV and you'll learn things that will be valuable for life! It might even turn into something big :)

The way I see this going now is we all suggest jobs to do, you decide you don't want to do them so make up some excuse when the real reason is that your lazy and just want to moan about it and feel all 'Woe is me' to make people feel sorry for you.
