Tomorrow I have P.E. for the first time. Our uniforms consist of short sleeved shirts and shorts. My scars will be exposed and I am really scared. I can try to wear a jacket but once it starts to get warm people will start to get suspicious. I really don't want anyone to find out yet. All this worrying is making me want to cut more but I don't want to because cutting is the source of my problem. I truly don't know what to do right now. Please help!

Do not worry, I have had similar problems in the past, though the way I dealt with it isn't the way to go, anyways a good excuse is key, the best one I have is a fencing accident (building fences, not the sport lol) if you've ever used fencing wire you would know that it can create similar scars because of the way it coils, stupid design really, so in my opinion the excuse is key.

Well, if the uniform rules aren't extremely strict, you might be able to get away with a lightweight long sleeved shirt underneath the uniform shirt. That was actually pretty common when I was going to school, and no one ever seemed to think twice. As far as scars/marks on legs, again, as long as the uniform rules aren't extremely strict, you could probably get away with leggings or warmers, or even tall socks. Maybe you could even try bright colors, so that it looks like a statement and not a cover-up. (But that's not my area of expertise!) :P
If your instructor calls you out on it, tell him/her flat out that you are a conservative dresser and it makes you uncomfortable to show a lot of skin.

The worst thing you can do is worry, it will make things worse. If worrying makes you want to cut more then think of things that can calm you down or distract you from it. If worse comes to worse and you really can't calm down and are getting bad urges then go to sleep and when you wake up you will feel so much better.
Stay safe, you are a strong person, you don't have to give in.

Maybe speak to the PE teacher in question, explain that you have scars which you feel uncomfortable about (you don't have to explain what caused them, make an excuse or something) and request that you be allowed to wear a long sleeved top either over or under the uniform? Worth a try :)
