Wound Care Question - Deep cuts on wrist not been stitched

Hey guys

I'm asking this on behalf of someone , X has some deep cuts on there wrist and hasn't seen anyone they may have needed stitches however it is now 2 days too late for fixing ? later x has them covered but everytime x changes the dressing they bleed a lot , what can be done if anything ? Is there any point seeking medical advice ?
