I think if it was it would cause an outcry and more of an issue.

But i dont like the propsal, it will do nothing, and underage drinkers will still get thier drink, i mean the id policy is really tight now, you tend to get asked all of the time for id. Basically they are saying you can still drink but only in certain places, where its more expensive.
