i think it is a difficult situation. in the eyes of the law, it is illegal. but when i was younger my boyfriend was slightly older than me, so there was a period of time when we were having sex illegally when we were both 15 and also when he was 16 and i was still 15. i didnt see that as an issue as we were in a committed relationship. your friend however, seems to be attracted to the younger girls and it is a bit strange that he is meeting them off these forums with the intention of having sex with them. i would be more inclined to say it was ok if he had met a 15 yr old girl in person and fell for her. the internet is different in my opinion.
