Well, i only know France and the Uk.
Obviously the best ones to do to 'see' Europe on a tight budget and time scale are London and Paris.
(Rome if you have the time but L + P are an hour or so's travel away from eachother where as Rome is alot further)
All depends what kind of things your into, if you can be more specific on time, budget, likes then i can help more, (e.g. do you do the gallery/museum/history thing?)

Okay, London:
Thames - The big river
London eye - The big wheel thing next to the river
Houses of Parliament/Big Ben - The big old building and clock tower opposite the london eye and next to the river.
The Globe Theatre - If you are into shakespeare (again, next to the thames)
Covent Garden - Lots of off shops, very pretty, usually some cool street performers
Open-top Red Bus Tour or The Frog Boat - Obviously the first is your standard typical english red bus but tours the main sights, you can hop on and off depending on what company you use. The frog boat is a yellow bus that does tours but also is clever in that the bus can drive into the water and become a boat in 2 seconds flat and tours the river too - its rather cool.
The Theatre - Go and see something in the West End - its a must for tourists, even if slightly expensive it is well worth it - recommendations are : We Will Rock You (if you like Queen), Wicked (If you like things like the Wizard of Oz and Jesus Christ Super Star), Lion King (For any disney fan), Joseph and his technicolour dreamcoat (If you like religious camp classics), Chicago (not sure if its still on)
The Parks - Hyde Park, Regents Park, St James' Park, Holland Park - if you have the time.

Okay thats London down in a very quick nutshell as i dont know specifics.

Paris:
Eiffel Tower: Ofcourse, i need not describe it. Prewarning if your going up that the lift scares even those not afraid of heights.
Arc de Triomphe - Its the big arch with the observation deck - very popular.
Cathédrale Notre-Dame de Paris - Most people tend to go and see it just to say they have seen it, and not for the history, architecture, religion etc - But its a must if your in Paris
Le Louvre - The famous gallery which holds the mona lisa with the glass pyramid roof.
Sacre Coeur - Beautiful mosque on top of the city and with great views.
