but are you sure she was 15/16 or did she just look that way? i wouldnt be surprised if i was mistaken for that age as before i fell pregnant (when tobacco was still on sale to those 16 and over) and i smoked i was regularly ID'd for cigarettes.
i do agree something needs to change though.
