Research is determined by money and money is determined by potential ROI (return on investment). Companies want to sell drugs and scanners so they look for "research" that helps them sell drugs and scanners. Academics want funding so they play ball. They also work for the companies as well as the government agencies. Researchers, officials, manufacturers - all are generally the same group of people wearing different hats at different points in their careers.
