I guess it's just a matter of whether you meet somebody you like or not(that's where you start!).
You should talk to different people, go to your local LGBT centre(not only this could be really fun, you can also avoid the 'is she gay or am I hopelessly attracted to some straight girl..again?' kind of thing).
[Depending on your age I guess]- there are also parties hosted by lesbian bars and clubs and stuff. For all you know you could meet someone there.
As for what you should do when you meet that someone, well, that's entirely up to you. You should just talk to them a lot and try to see if they are interested in you.
