If you are unfit for the level of care below IP (if you are using behaviors to the point where you are unsafe for the community and need the constant supervision) & in the case of IP places in the US, you are typically medically unstable (unstable vitals, labs, weight [though people at all weights are can be admitted, as they can still be just as sick as somebody at a low weight]), as resi or partial is where people who are medically stable but still need constant supervision for behaviors go.
So, yes, to be IP you do need to be sick. But sick mentally & physically. Resi/partial/IOP is more suitable for people who are medically stable, yet mentally unstable.
