So in answer to your question, yes I personally find it annoying and as foreign as any other language than English. That being said each to their own and if people want to type in such a way that is up to them. If said post is in an advice forumn it may mean they get fewer or less helpful (due to difficulties in understanding) replies to their posts, as people may presume they are unable to follow 'adult level' advice.
