For me personally 'little talk' is very hard to understand and thus I tend to not engage or read posts when they are written in this fashion. Now whilst I understand that people often regress in 'age' as a method of coping and there are no problems with this, the idea of typing in such a way makes no sense to me. Also when I see some of these posts on lfv or around the boards I do actually wonder if people think children talk like this, I've never met one yet whose 3 and can type! Or who can type in such a way as to be vaguely understood but lacks all ability to spell etc (we all make typos spell words wrongly sometimes but every when it is every single word it is just annoying).
So in answer to your question, yes I personally find it annoying and as foreign as any other language than English. That being said each to their own and if people want to type in such a way that is up to them. If said post is in an advice forumn it may mean they get fewer or less helpful (due to difficulties in understanding) replies to their posts, as people may presume they are unable to follow 'adult level' advice.
