No it doesn't mean you're a horrible person if you have BPD. And it doesn't mean you will lie with BPD. All it means is that if a person with BPD lies, it helps you understand some of the reasons they are lying. It should help people better understand the person, rather than judging them. By no means should you assume a person with BPD will lie, just like you should never assume that a person with psychosis is dangerous to others.
