Body fat is what keeps you insulated. In people where this is low they then to feel the cold quite easily. 60-70F isn't that warm and most people would be wearing long sleeves at that/ a jumper anyway, well between 60 & 65 or so anyway, above that then you'e starting to get into the whelms of people not wearing jumpers. Though, some people still feel the cold more than others but it is likely to be related to you not having much body fat and eating much too.
