I dunno if i would ban it or not. i definately wouldnt recomend it though! I have been known to smoke while driving and it is distracting - especialy when you drop a lit fag in your mum's new car!
but i suppose its the individuals choice.
The worst one is smoking with kids in the car though! that is just wrong!!!
