I thought that's common in somehow in NYC and places alike..
but I still can't understand it.. and I'm not even sure if it's even illeagal in Finland.. I think so..
Piercing at least it.. and tattooing(whether it's not that registeration number thing).. I was a bit shocked when I saw tattooed dogs on some site.. awful!
