I really don't know to be honest.. it depends. You say you're still bothered by the experience, and have emotional problems because of it. I don't know what chances you'd stand, but you should be able to get a case together :)

and don't let him get to you! bullies are small-minded cruel people. it's forgivable at primary school, but at work?!? he'd probably love to know he's still getting to you all these years later.
