Demand he makes it up to you by spoiling you rotten on another day. Then when your mates are all complaining about the mundane things they've been doing you can tell them of your super romantic doings and make them sick with envy, plus it'll look better because your man didn't use some pre set holiday as a prompt to be romantic. You can leave out the part that it's payback!
As for him not saying he loves you in public, I doubt he's embarrassed of you at all, it's just that some people are hunky dory at showing and communicating their feelings when out and about and others aren't. He just needs time to adjust and get comfortable saying it around others. At the end of the day the real importance is that he feels so strongly for you, just give him time he'll come around to it.
