I think all Aidey said is that having the government pay for smoking cessation treatments for prospective foster parents wouldn't be a change from how it already works in the UK, but for things that they would not otherwise be entitled too, the government shouldn't have to prepare foster parents to be parents. If you'd rather think of it as that you've payed in advance for the treatment, and it would be using that pre-payed treatment, it still comes out the same.
