Why won't it let me write in caps?

I've been writing in a rant thread and tried to write in CAPS but it keeps coming out as normal and every time I try to edit it it does the same thing and the edited version is written in normal letters, am I not allowed to write in CAPS? Confused as I'm sure I have seen other people do it

RYL doesn't like caps. You have to write the majority of your post in lower case if you want to include a sentences of caps, I believe.
