Buttons in the blue bar under RYL banner missing

The buttons that are normally in the blue banner under the RYL banner aren't there anymore. Did an update happen and I'm just being clueless? I'm talking about the ones for forums, chat, advice, etc. I had to find a back way onto the forums to be able to post here. Very inconvenient.

Is something wrong?
