New marks around scars on upper arm

Not sure if this belongs here or in self harm, please move it if it's in the wrong place! Wanted to play it safe by putting it here.
I have scars on my upper arm that are probably about 9 months to a year old now. the skin surrounding as well as the scars are pretty pale because of longer sleeves, but wondering if it's normal to have strange red marks around the scars. they aren't surrounding them but there's at least ten and they almost look like little pin prick sized amounts of blood under the surface. is this something normal or is it because of the scars? i think they appeared pretty recently, within the past few weeks.
edit: i have freckles on my arms but these look different. they're a lot smaller and a bit redder.

Could it be a rash? Is it itchy or anything?

not itchy at all. don't think it's a rash or caused by the weather or anything because it doesn't hurt either. they're just there. the only thing that made me ask was that they're only around the area with scars, no where else, and the other upper arm doesn't have them either

I have something like that. Only ever happened on the scars on my upper arm and once on my chest. After a couple of years, some of them gradually faded but the others look like burst blood vessels/spider veins??
