I am currently:

My therapist was high.
I went in for a session yesterday and realized my therapist wasn't acting quite right. He was not responsive and his eyes kept fluttering closed I believed he was just super tired. However as the session went on he became less involved and stopped responding all together. He is the self proclaimed "cannabis king" and I truly believe he was high during our session. I cancelled all future appointments with him but I don't know if I should report him or not because I could be wrong. I don't know what to do!

I don't know what kind of system you are in- but canceling all appointments might reflect on you not wanting to engage in care. It might seem like a direct confrontation, but could you either ask the therapist directly or tell them or their supervisor how upset you were by the lack of engagement.
While there are medical reasons, or things like burn-out which could account for the behavior, you should not put yourself at a disadvantage because you are upset.
And what is a "cannabis king"?
Write a letter regarding the incident and see if you can get a supervisor or even the same therapist to respond. They would have the responsibility to refer you if it is not working out.
