It depends in how quickly your body uses up the alcohol and how much you've drank. That's why you aren't supposed to drive the day after drinking.

As a general rule for driving you should leave it at least 12 hours + 1 hour for each unit you have drunk, so it is feasible for you to be still drunk after 12 hours. I have known people to be still drunk in the morning after a session and for their hangovers start mid afternoon.

I'm not sure how to answer the first part of your post, who are you afraid of ringing who2 and why?
