I think there's been a lot of changes to healthcare recently. So I imagine it is possible they could discharge over the phone now. I know here they've passed a lot of laws pretty quickly to allow for widespread telehealth for mental health, medical stuff, and even for vets and dentists too to avoid as much in person stuff as possible.
